Job Description

Key Responsibilities:

  • Collaborate with leadership and teams to set annual budgets and identify savings.
  • Monitor budgets, provide updates, and forecast year-end outcomes.
  • Produce annual outturn summaries and maintain effective budget systems.
  • Manage insurance claims, make settlement decisions, and handle tender/renewal documents.
  • Oversee treasury operations, including daily cash management and investment decisions.
  • Handle VAT responsibilities, ensure correct treatment, and represent the Council at tribunals.
  • Conduct reconciliations of key control accounts, administer grants, and manage leases/banking matters.
  • Promote professional standards and attitudes within Finance.
  • Maintain knowledge of financial regulations, GAAP, IFRS, Tax & Insurance legislation, and CIPFA guidelines.
  • Write the annual Treasury Strategy and reports, providing investment recommendations.
  • Complete Treasury and VAT returns, prepare annual financial statements, and liaise with external auditors.
  • Ensure prompt responses to Freedom of Information requests.
  • Initiate change for best practices and identify financial opportunities.
  • Implement audit recommendations and provide key information for the medium-term financial plan.
  • Liaise with business users, Internal Audit, and IT/system consultants.
  • Attend various internal and external meetings, including Policy Development Groups, Committees, Budget Meetings, CIPFA groups, brokers, LA VAT, Sector Seminars, and Legal Representatives meetings.

Qualifications and Skills:


  • CCAB qualification
  • Professional accountancy qualification.
  • Experience in accounting software and data manipulation.
  • Significant accountancy field experience.
  • Competent in MS Office.
  • Financial and management accounting skills.
  • Excellent written and verbal communication skills.


  • Public sector budgeting and monitoring experience.
  • Local government experience.
  • High level of Excel and database querying skills.
  • Understanding of information technology for service improvement.
