Job Description

Main Purpose:

As an Environmental Health Officer, your main purpose is to use discretionary and statutory powers to collaborate with all sectors of the community, as well as internal and external partners. Your goal is to maintain and enhance the quality and safety of residential properties, including mobile home sites and HMO licensing, for city residents, workers, and visitors.

Main Duties & Responsibilities:

  • Investigate complaints concerning residential accommodations, including mobile home sites.
  • Respond appropriately to service requests following national and internal guidelines.
  • Inspect private sector housing, including houses in multiple occupation, to conduct risk assessments based on the Housing Health and Safety Rating System and other relevant standards, determining appropriate enforcement actions.
  • Prepare and enforce statutory notices, taking necessary action.
  • Monitor works resulting from legal actions.
  • Collect evidence related to violations of enforced legislation for use in court proceedings.
  • Attend court proceedings or other inquiries on behalf of the client as required.
  • Administer the client’s HMO licensing/accreditation scheme.
  • Responsively engage with consultations from other sections within the client and external agencies following policies and procedures.
  • Conduct research, monitoring, and provide information and statistics as needed to fulfill section duties.
  • Prepare and present reports on various service aspects to internal and external clients.
  • Represent the Section/Authority at meetings, committees, and other groups.
  • Undertake any other duties assigned by the Service Lead – Private Sector Housing.
  • Implement the Client’s Health and Safety Policy within the Private Sector Housing section.
  • Organise and conduct information/educational campaigns as part of a preventative approach to Environmental and Public Health issues.
  • Assist in staff and potential student training programs.
  • Assist with out-of-hours duties as required.
  • Carry out other duties as appropriate to the grade of the post, as required from time to time.

Person Specification

Qualifications & Knowledge:

  • Essential: Accredited Environmental Health degree or master’s and EHRB certificate of registration or Chartered status.
  • Desirable: Additional professional qualification, e.g., Diploma in Acoustics, Diploma in Air Pollution Control, or equivalent relevant qualification.
  • Desirable: HHSRS certification.

Essential Requirements & Skills:

  • Practical experience in general environmental health enforcement.
  • Practical experience in researching, preparing, and conducting environmental health campaigns/educational initiatives.
  • Possess good interpersonal, communication, and presentation skills.
  • Good IT skills, including Microsoft Office and similar applications.
  • Experience providing evidence-based policy advice to decision-makers.
  • Ability to produce high-quality, accurate work within tight timeframes.
  • Ability to influence and communicate effectively at all levels across the Client.
  • Equitable and fair in all dealings.
  • Full driving license.
