Job Description

The Team Manager in Development Management is responsible for effectively managing and leading a team(s) of officers within the Development Management service. This includes overseeing staff performance management and acting as a case officer for corporately significant major projects, driving the Development Management function within the client. Additionally, the role involves deputising for the Head of Development Management and covering for the Planning Support Manager as necessary.

Key Duties and Responsibilities:

  • Manage teams, including workload allocation and performance management to ensure individual and team effectiveness and meet local and service performance indicators.
  • Ensure all advice, recommendations, and decisions comply with relevant regulations and legislation, and consider representations from individuals and groups.
  • Participate in long-term strategic decisions and policy-making as part of the Development Management service management team.
  • Respond to media enquiries and act as a Safeguarding ambassador.
  • Provide expert development management advice on technical planning, design, development viability, environmental, conservation, and other planning-related matters.
  • Undertake the case officer role for major and corporately important application proposals, including providing pre-application advice, evaluating proposals, conducting consultations, negotiating improvements, and making recommendations to the appropriate Council Committee.
  • Assist the Head of Development Management in preparing the Planning Committee agenda and attend Planning Committee meetings to present reports and provide advice.
  • Act as a specialist advisor and expert witness at planning appeals, hearings, public inquiries, and other relevant forums.
  • Make decisions in accordance with the Delegation Scheme for Determining Planning Applications and related Planning Matters.
  • Collaborate with Members, other Services, and external agencies to provide advice and information.

Candidate Requirements:

  • Postgraduate Level Town Planning Qualification.
  • Corporate Membership of the Royal Town Planning Institute.
  • Management qualification to NVQ level 4 or equivalent.
  • Extensive experience in development management function within a Local Planning Authority (minimum 3 years post-graduate).
  • Project management experience of complex multi-agency teams over large-scale long-term projects.
  • Thorough knowledge and skills in the application of relevant legislation.
  • Experience in other aspects of town and country planning (e.g., local plan preparation).
  • Understanding and application of both large-scale urban design and detailed building design matters.
